This chapter considers a network model of a nuclear facility, where the nodes represent different layers of security and the arcs describe direct accessibility between pairs of layers. Given the detection (sensor) and delay (barrier) component options available for each arc, the objective is to allocate a limited budget among the security components so that the risk associated with potential threats is minimized. The proposed methodology employs conditional value at risk (CVaR) for modeling the risk and compares a CVaR-based approach to a robust solution, which optimizes the worst-case outcome.
