  • Many agencies have used flashing traffic signal operation during low-volume conditions to minimize delay without sacrificing safety. Previous studies also suggest that accidents are more frequent with flashing operation. In an effort to identify existing guidelines and develop recommendations for flashing signal operation, the Texas Transportation Institute conducted a study of flashing signal operation. The two-year study evaluates two questions: first, under what circumstances should signals be placed in flashing operation? Second, when flashing operation is used, what color indications should be displayed to the various approaches? The key findings are described and the results are used to develop guidelines for the use of flashing signal operation.
