abstract
This paper introduces a possible distributed processing implementation of EMS functions. The approach discussed is based on two major developments. One is the development of Integrated Control and Protection Systems (ICPS) for substation applications. The other development is related to the distributed algorithms for power system data acquisition, control and protection. Both developments are utilized to define a new implementation approach where the ICPS equipment is used in place of the conventional remote terminal units. The paper illustrates this approach by providing examples of protective relaying, state estimation, and stabilizing control functions.
