This thesis presents the study in the structure of new ics. low-lying and high-spin levels of  nucleus which became available from the recent experiment at Texas A&M University Cyclotron. We carried out an analysis based on two-band mixing model and deduced large mixing matrix element for the interaction between members of the low-lying bands. This indicates that  nucleus is soft with respect towards possible deformation, Backbending analysis also indicates possible change in the type of the deformation and the alignment of the  pair of nucleons. We carried out microscopic calculations of the high-spin states using the Nilsson-Strutinsky cranking model to calculate the total energy of the nucleus as a function of deformation or angular momentum. These calculations allowed us to obtain the deformation parameters of the  which agree well with predictions from other models.
