The state of Texas recently implemented a water rights permit system similar to those of other states in the western United States and elsewhere. Water resources are allocated to numerous water users based on seniority of use. A generalized reservoir/river system simulation model, called the Water Rights Analysis Package (WRAP), was developed to perform water supply reliability studies within the framework of the prior appropriation water rights system. The issues and concerns identified in a simulation study of the Brazos River Basin are illustrative of the practical complexities of both administering and modeling a surface water allocation system. 1996, Taylor & Francis Group, LLC.
