A Nilsson-like calculation of single-particle energies is carried out in a manner so that their sum may be exactly related to the total energy. The proposal of Strutinsky that the fluctuations in the energy are contained mainly in this sum, is shown to be quantitatively inaccurate. This is achieved by an explicit calculation of the fluctuations of other terms in the energy. 1973 The American Physical Society.
