The American Institute of Constructors (AIC) identifies damage to underground pipelines as the third most important crisis for contractors, the other two highly ranked issues being on-the-job accidents requiring hospitalization and contractual disputes with a client resulting in litigation (Reid 1999). Two methods used in the construction industry to improve the safety of the underground pipelines during construction are the One-Call system, and Subsurface Utility Engineering (SUE). In the first section of this paper, these two systems are briefly described. Based on this assessment, the benefits of synergistic use of these systems are discussed. In the second section, the experiences of State Departments of Transportations (DOTs) that have either used or considered the use of SUE on their highway projects are presented. Evaluating the use of SUE by the major users provide a better understanding about the benefits of SUE.
