  • This paper describes the preliminary methodology and models used to determine retrofit savings at eight university buildings which underwent energy conservation retrofits funded by the Texas LoanSTAR program. The development of empirical, temperature-dependent models of pre-retrofit chilled water, steam, and air handler electricity use is described. Plots of the pre-retrofit models and post-retrofit energy consumption are used to identify retrofits that are functioning properly and opportunities for increased savings. `Measured' retrofit savings are determined by subtracting measured post-retrofit consumption from the model predictions for the post-retrofit period. This procedure has `measured' retrofit savings of more than $420,000 within eleven months of the first retrofit being completed.
