  • En Espaa, como en otros muchos pases, el agua es un recurso escaso que se asigna ineficientemente. El Estado es su propietario y la asigna a precios polticos e inadecuados. Mientras que la agricultura absorbe dos tercios de este preciado bien, los hogares y la industria consumen slo el 18 y el 13 % respectivamente. Este trabajo propone la creacin de un mercado de derechos sobre el agua controlado por una agencia estatal, pues los costes de transaccin son tan elevados que el resultado alcanzado a travs de la negociacin libre entre las partes no sera eficiente. In Spain, as in many other countries, water is a scarce resource whose allocation is not always efficient. The State is vested with powers to price its uses, which it does mostly inadequately. Agriculture uses account for two thirds of the consumption of this valuable good; whereas, households and industry only consume 18 and 13 % respectively. This paper proposes the introduction of a market of rights over water controlled by a public body, since transaction costs are so high that the result achieved by the free negotiation of the parties would not be efficient.
