Diversity in the international intellectual property regime can be attributed to a wide array of factors geopolitical, economic, social, cultural, and technological. Whether justified or not, using cultural factors to account for the massive piracy and counterfeiting problems in Asia has been rather popular. In the past two decades, policy makers, industry leaders, and academic commentators have repeatedly blamed Confucianism for blocking or slowing down intellectual property reforms.
