Learning takes place when the system makes changes to its internal structure so as to improve some metric on its long-term future performance, as measured by a fixed standard (Russell 1991, p. 141). Let us take "learning" to mean, roughly, the improvement of a system's behavior by making it more appropriate for the environment in which it is embedded (Kaelbling 1993, p. 3). Copyright 1997.
