A major military force manning decision concerns the allocation of the applicant pool to the various career fields so as to optimize the utility to the force. Utilizing the applicant pool capabilities and the career retention profiles by skill specialties, a steady-state model of the force is defined, and an optimal allocation model is formulated as a generalized transportation model.
