  • At one time state and provincial departments of transportation (DOTs) could fund and implement most of their desired projects with their own financial and staff resources. Funding shortfalls and legislator preferences for staff cuts have ended the old model. Today most state DOTs are finding they need partnerships with local agencies and private partners to be able to implement their complete programs. This paper summarizes a variety of different types of partnerships that have been successful and provides guidelines to seek and promote state DOT partnerships with local public and private entities for the purposes of: Increasing funding for DOT projects Increasing DOT capability and resources Expediting project implementation Creating additional economic and other benefits This paper also presents specific examples of different types of successful partnerships, the reasons those partnerships were formed, and the benefits that each brought to the partners. These examples range across all sizes of projects and a broad range of partnership and funding approaches. Some of the experiences and lessons learned are also included. Finally, guidelines for marketing partnerships to local public and private partners are also included.
