abstract
The appropriative surface water rights permit structure in Texas has provided the impetus to develop TAMUWRAP, a river basin simulation package that will allow the response of multiple water uses with multiple dates of priority to be analyzed. The model also allows the user to define multiple reservoirs that may simulate releases for a permitted water right diversion. A case study utilizing TAMUWRAP is being conducted which will determine the reliability of the water right permits owned by the Brazos River Authority as well as assess the viability of incorporating a system water right permit into the Texas appropriative permit structure.
