It is estimated that the total expenditures for United States Road Rehabilitation and Maintenance might run as high as 2. 5 billion dollars in 1976-1977. The State of Texas alone spends around 250 million from this total on 70,000 miles of State highways. Industrial and Civil Engineers at Texas A&M University have recently constructed a Pavement Rehabilitation and Maintenance System used to (a) separate and delineate maintenance and rehabilitation alternatives, (b) quantify the benefits of R&M alternatives, (c) incorporate meaningful system constraints, and (d) solve for an optimal (maximum effectiveness) R&M Policy.
