abstract
This paper describes a Threat Identification and Prediction System (TIPS) for assessing and discovering asymmetric threats. TIPS expands current technologies and information by using open source information available from web accessible news sources. The ultimate goal of TIPS is to develop a validated software application that will facilitate the automated generation of threat information from distributed, multi-source data to support early detection of emerging asymmetric threats. TIPS innovations include asymmetric threat identification using course of action (COA) templates, text and data mining for instantiating these templates, information fusion, and hybrid threat learning using machine learning and ontology-assisted methods. The statistical nature of data/text mining and pattern instantiation will facilitate dynamic and adaptive threat monitoring and prediction without being tied to specific contexts.
