It is demonstrated that the electric field integral equation (EFIE) for a conducting scatterer or antenna embedded in a stratified medium consisting of an arbitrary number of planar layers can always be put in a form akin to the so-called mixed-potential form in which the charge induced on the object is explicitly accounted for. This is significant because the most advanced numerical solution techniques developed recently for scatterers of arbitrary shape embedded in a homogeneous medium are based on the mixed-potential form of the EFIE. It is shown that these techniques can be extended for conducting objects residing in a layered medium. The new formulation is applied to an arbitrarily-shaped thin-wire antenna over a dielectric half-space.
