abstract
A graded precision model technique is developed to provide an effective computational tool for angular dynamics of slow cluster-to-cluster oscillations on large power systems. An approximation is introduced by averaging the fast but not well-damped intracluster oscillations, and its errors are fully analyzed. This should overcome a difficulty of singular-perturbation-type approaches, which are more readily applicable to systems where the fast oscillations are also well damped. Simulations illustrate the nature of the approach.
