The authors show that the spillover effect can be minimized by selecting actuator and sensor locations and choosing feedback and observer gain structures through a systematic process. The proposed procedure is named the target approximation method (TAM) since it imitates an idealized system as a desired target. The advantage of the TAM procedure over the H and classical methods is illustrated through a simple flexible beam example.
