Difference sets are used to investigate the problem of designing Q-ary pulse-position-modulation (PPM) sequences having desirable synchronization properties. Bounds on the maximum peak-to-sidelobe distance are derived as a function of the PPM alphabet size Q and sequence length L. These bounds are shown to be quite tight. The case in which only slot synchronization is present and the case in which symbol synchronization exists are investigated.
