Manufacturing firms are facing an environment where success depends on quick response to customer demands. Case and industry studies of time-based manufacturing have increased our understanding of the phenomena and focused our attention on key component practices. Despite important contributions by Blackburn and Stalk and Hout, we lack a systemic framework for research on time-based manufacturing. Empirical research on the competitive implications of time-based manufacturing has been hampered by the lack of instrumentation for organizational level research. This study proposes a systemic framework for research on time-based manufacturing and reports on the development of a set of seven instruments for measuring key time-based manufacturing practices.
