abstract
An overview is given on the evaluation of the consequences of using the composite index versus Condition Rating Survey (CRS) and IRI in prioritizing pavement rehabilitation on Illinois' Interstate highway network. The weighted benefit ranking procedure and its implementation in a Geographic Information System (GIS) based pavement management system (PMS) are discussed. It is emphasized that the consideration of this broader based composite index would produce a better selection of projects that would be more optimal to the highway user and highway agency.
