abstract

  • In order for Kenya's public service reform agenda to be successful, there is a need to break and define every process so that it can be measured against the various processes that interact with it. Three main objectives need to be accomplished: to examine the notions leadership, types of leadership and management, and the comparison between leadership and management as articulated by the gurus of leadership an management all over the world; to discuss the key paradigm of managing change-learning organization and organization learning and their relevance to the public reform agenda in Kenya; and to critically examine the tenets of the African ubuntu philosophy and their application to Kenya's situation. To achieve these three, a critical analysis of the current and most relevant literature on leadership, management, performance improvement and change was conducted. The most appropriate strategy, as the paper argues, is to use learning. Learning's importance as a leadership and management strategy is summed up by the African Swahili proverb Akili ni mali which correctly summarizes the importance of investment in learning.
