2014 IEEE. This paper investigates green wireless network operation using a dynamic planning approach. At a low call traffic load, network operators are expected to save energy by switching off some of their base stations (BSs), and letting mobile users to be served by the remaining active BSs. Unlike the existing results, we investigate dynamic planning not only from the network operator perspective, but also from the mobile user perspective. We propose a dynamic planning approach that accounts for the expected energy consumption of network operators (in the downlink) and mobile users (in the uplink), based on a two-timescale decision strategy. Simulation results demonstrate that the proposed dynamic plauning approach can balauce energy efficiency for network operators and mobile users while the traditional dynamic plauning approaches may lead to high energy consumption for mobile users in the uplink.
