The Texas Commission on Environmental Quality (TCEQ), its partner agencies, and contractors developed during 1997-2003 a water availability modeling system for the 23 river basins of the state, pursuant to comprehensive water management legislation enacted by the Texas Legislature in 1997. The modeling system is motivated by water allocation concerns and is designed to support a broad range of planning and water rights regulatory activities. Implementation of the statewide water allocation modeling system illustrates key technical and institutional aspects of this type of effort. The generalized modeling system and the lessons learned in its development and application in Texas are applicable to river basin management throughout the world.
